The health and welfare of the nation's natural and human resources shall be the responsibility of the nation's seven resource sectors, each staffed by professional and scientific specialists. The seven sectors shall be Natural, Human, Education, Justice, Finance, Science & Technology, and International Relations. Each sector shall be guided by an Executive Committee which shall be chosen by lottery from a national list of qualified citizens. All Executive Committee members shall be fairly compensated for their time and talents, the compensation determined by the American citizens in Open Forum. Each Committee shall report directly to the nation no less than twice annually giving details of policies, projects, problems, and future objectives.

This Sector shall possess six Divisions, one each for Land, Water, Forests, Food, Atmosphere, and Energy. It shall be responsible for the health of all lands, waters, forests, and food in the nation, as well as the atmosphere above, and the forms of energy used by its people.

It shall establish safeguards guaranteeing that dangerous poisonous chemicals are no longer used in food production and that wasteful soil runoffs are stopped. It shall monitor the health of all water resources, and shall also create and operate Rain Catchment & Disbursement Systems to allow the collection of rain water and the movement of collected water to areas where and when it is needed. It shall determine the rate of cutting and the methods of replenishing forests, and shall be responsible for the purity of the air we breathe, and the practicality and safety of all forms of energy we use. It shall see to it that ordinary refuse and dangerous chemicals are safely disposed of, and shall possess the authority to stop and punish polluters of the repubic's natural resources.

This Sector shall possess seven Divisions, five of which shall be responsible for citizen needs such as employment, retirement, housing, healthcare, and transportation. A sixth shall provide for the establishment and maintenance of Children's Villages for those young people who have been abused or have no home, and the seventh Division shall provide for the establishment and maintenance of Retirement Villages for those citizens retired from the work place who have exhibited a lifetime of good citizenship.

The first Division shall be responsible for establishing a work place fair to both workers and business owners, and thus shall be responsible for overseeing the nation's economy. It shall accomplish this by establishing Four Economic Policies.

Economic Policy One - American People Own Natural Resources

The waters, land, and air space above the nation shall be nationalized and declared public property, with rents to be used for the benefit of the whole society, and not for select individuals or groups. A major source of New Government's income shall be derived from rentals of real estate for agricultural, residential, industrial, and commercial purposes.All homeowners shall be reimbursed the value of their homestead, and may continue to own, sell, or buy structures upon the land. Foreign citizens and foreign corporations may not own real property or structures upon American soil.

Economic Policy Two - New Government Regulates Money Supply

The nation's monetary system shall be comprised of an American Treasury and a network of American Financial Centers, traditionally known as "banks." It shall be their function to oversee the economic welfare of the American people. The Treasury shall mint the nation's money and, in conjunction with the Financial Centers, shall maintain its Credit Card System. The second major source of New Government's income shall be derived from traditional deposit creation of the Financial Centers.

The value of the American dollar shall be based upon the present and future physical and intellectual productive capabilities of American citizens, and not upon the amount of stored shiny metals.

Each adult citizen shall receive an American Credit Card granting limited credit at all legitimate businesses throughout the country. Private banks and cash-rich businesses shall be prohibited from offering such services. All credit card transactions shall be considered an advance upon earnings and not a loan and low, simple interest shall be charged. Compound interest shall be illegal in America.

New Government shall restrict the size and activities of corporations, which it shall accomplish by four policies.

Corporations shall not be allowed to own other corporations. Only people may form and own corporations.

Activities essential to the nation's welfare and security such as the production and sale of munitions, chemicals, pharmaceuticals, food, energy, etc. shall be publicly owned, not privately, and all employees shall be deemed public employees.

New Government shall employ citizens to perform functions always underfunded in the U.S. such as healthcare, environmental protection, and rebuilding older cities, plus any other activities the citizens of America deem necessary.

The accumulation of wealth a citizen may remove from the public economy shall be limited in a lifetime. The amount shall be realistic enough to provide incentive, and generous enough to indulge human desires for comfort, luxury and a superior material lifestyle. But when that level of affluence is reached—regardless of age—it shall be mandatory for the citizen to withdraw from the economy, leaving it for others who have not reached such a level.

Americans wishing to do business with the American people on the local, regional, or national level may do so by obtaining either a "private" or a "public" corporate charter, valid only for a designated period of time. Either charter may be renewed only if the corporation has been efficient, fair, and honest with the segment of the public it serves.

In America, corporations are not granted the rights of people as is done in the U.S. and public corporations are forbidden to possess different classes of stock. All investors are to be considered equal and each shall possess a vote equal to the percentage of the company owned. Public corporations shall be required to initiate and maintain an employee stock/ownership program.

Neither private nor public corporations shall be expected to undertake the obligation of employee health or retirement programs. New Government shall establish both programs for citizen/workers. Whenever a privately owned corporation accepts public aid of any kind, it shall automatically become a public corporation.

Economic Policy Four - Wages and Profits Shall Be Fair

New Government shall determine minimum wages to be paid to unskilled citizen/workers that will allow them to support themselves and their families while they seek training necessary to improve their economic conditions. New Government shall conduct an ongoing program to help forecast the nation's future employment needs and shall see to it that workers are available when and where needed.

New Government shall also establish rates of profit and markup for various activities, and the price of wares shall be based upon costs, as they were once-upon a-time in the United States. Stealing from the citizenry with overpriced wares and services shall be considered cause for revocation of the corporate charter.

This Sector shall be comprised of two Divisions: First, is the American Education System, which shall be entrusted to help all American children to mature naturally, as they are meant to mature. It shall provide each student a world perspective of life and impart the many truths about the history of the nation hidden from current generations by privileged rulers of the U.S. It shall also impart to each the skills and knowledge necesssary to maintain New Government.

The Second Division shall be the American Communications System, comprised of three networks: Open Forum Network, the medium that allows all citizens to participate in the policy and lawmaking processes of government, and the one that brings the official news of the world into the homes of the nation. The Education Network, through which the citizens of the nation are encouraged to continue their education after graduation from college. And the third is the Entertainment Network, which functions as a counterforce to the privately owned entertainment industry and the heavy dose of sex, violence and mind-polluting garbage it injects into the U.S. society. This network shall provide a showcase for the tens of thousands of talented citizens who aren't in "show biz" but would like to be, even if temporarily.

This Sector shall be comprised of three Divisions: the American Court System, American Arbitration Centers, and American Law Enforcement System.

There shall be two Divisions in this Sector: First is the Treasury, which shall produce and control the nation's money supply and maintain a reasonable balance between the nation's expenditures and debts. It shall also operate the nation's Credit Card System in conjunction with the Financial Sector's second Division of Financial Centers, a national chain of publicly owned banks.

This Sector shall possess four Divisions and shall be responsible for all government research in these areas. It shall hire the very best people available for each Division and compensate them accordingly. The four Divisions shall be Energy, Ocean, Space, and Medical.

This Sector shall possess four Divisions and shall be responsible for building peaceful and productive international trade and political relationships. It shall also be responsible for establishing a Peace Corps comprised of American boys and girls, each of whom shall function as a working American ambassador to a foreign country.

It shall establish and maintain a civilian defense corps comprised of a part-time civilian defense force to be ready instantly should the nation be threatened by invasion. It shall also maintain a single, national attack force of full-time professional soldiers, forbidden by law to set foot on foreign soil during times of peace, and forbidden to use force against American citizens at any time, for any reason. The sole function of the attack force shall be to keep tabs upon leaders of foreign nations who have professed enmity toward America and upon rich and powerful businessmen with the capabilities, and a past record, of hiring mercenaries to accomplish economic goals. In the event of an unexpected attack upon this nation, the reprisal shall be made only against guilty individuals. New Government shall never deliberately harm or endanger innocent people as has been so often done by the rulers of the U.S.
